engine wont start.checked choke/took off carb&tank all looks good/checked brake/safety switch what next?

Does it have spark?
If not, try disconnecting the kill wire from the stop switch and try to start it. The kill wire is a small black wire that is coming from the magneto and the stop switch is on the control bracket that your throttle cable runs to on the engine. Push down on the metal tab to release the wire from the switch. Make sure that wire isn't shorting to ground anywhere.
