how can i fix the exterior drivers door handle on my c3?

door was frozen solid, the handle came off when i tried to open it

new outside handle replacement will be required,
interior door panel will have to removed to fit it

any vehicle which is made with a outside flap handle is prone to this in the very cold weather.
