How can I fix the picture on my BEKO LCD 15 inch TV?

I have a black band at the top and bottom of my screen. There is no option on the menu for vertical or horizontal hold or full sreen. The only options are for 4:3 or 16:9.

PLEASE HELP, IT'S DRIVING ME SCATTY!

I assume it's a 4:3 ratio TV.
Place it in 4:3. Putting it in 16:9 will make it even narrower.
Expect a band of about 3/4" top and bottom on a 4:3 TV, as most broadcasts are now in 16:9 format.

There are a few TV's, (eg. I think Samsung 15" LCD has it) to stretch a 16:9 broadcast to fit. Most TV's don't offer this option, so the picture is displayed with black band top & bottom.
