Pull rope won't respool?

I got my pull rope into the mechanism but now it will not respool after I replaced everything. Did I miss something?? It is a YardMan 6.5 hp and the rope has broken twice now. I paid $110 to fix it twice and now I am trying to do it on my own.

Before you put the rope on, wind the spring counter clock wise until it is tight. The back it off until the hole in the pulley lines up with the hole in the blower housing. Clamp the pulley in place with locking pliers or a C-clamp to keep it from unwinding.
Then feed the rope through the blower housing and pulley holes. Tie a single knot inside the pulley. Release the clamp and slowly allow the spring to reel in the rope. Put the handle back on.
