What is the problem with my (Sony Trinitron Tv. Modle: KV-32S22)?

I have a 1997 sony trinitron tv model No. kv-32s22. The problem is that, when the tv is plugged into the mains and switched on there is no power but as soon as I unplugged the set I can hear high voltage. Could you tell me what is holding down the high voltage when the set in on.

If you have changed the plug on it make sure the wires are connected firmly and around the right way.
remember it like this;
eArth = above
bRown = right
bLue = left.
look at the capital letters of the first three words (Capitals)
