peugeot 307 heater fan?

I have a Peugeot 2.0 hdi 2002. I have just noticed the fan heater will not operate on max setting number four. One to three are okay but on these cold and frosty mornings i need to operate on max setting. Is it just the switch or a fault with the fan ?
