.... I have tried detensioning and retensioing the starter rope but then when I replace it on the chainsaw the rope sticks preveting full extension of the cord sufficient to enable starting of the chainsaw. Could there be some other mechanical failure preventing me from starting the saw ?

If you have over tentioned the spring it will coil bind and prevent the rope coming out to full extention, the other possibility is the rope pulley is binding on the pulley post.
