how can i fix the timing on a 94 vw golf 1.9 diesal non turbo?

i replaced the cambelt using the timing marks and the engine locked up when turning it over by hand why would this be.

Your timing is out. you need to check the tdc marks align through the top of the gearbox to the flywheel. also remove the rocker cover there is a slot cut into the end of the camshaft you can slide a metal bar into this as it should be level with the cylinder head if it is timed correctly. the diesel pump is aligned with a peg or drill bit through the pump drive sprocket.
