Power steering system problem; 98 plymouth neon?

What would cause the power steering fluid in a 98 Plymouth Neon to blow back into the reservoir? The power steering pump, belts , and pulleys are new.

think you will find your system has an air lock , fill res up to high mark,refit lid/cap start the engine now slowly and gently turn the steering from lock to lock half a dozen times re checkup on the fluid level.
