I assume you have not put the chain on backwards?on the top of the bar the cutters should be faceing away from you,on the bottom of the bar the cutters should be coming toward you as you stand behind the saw. If the chain is new, and the saw is reving ok, and there is enought oil getting to the chain, it has to cut!!
