Zanussi TD4213W not drying cloths?

I replaced the heater element and the heater works OK. I can feel the rear on the machine warming but the cloths are still cool and not dry after an hour. Am I missing something?

Thanks for the information, unfortunately it does not cure the problem.
The drum is rotating. I fitted a new vent hose and there is no build up of fluff. With the heater cover off I can see the heater glow for a couple of minutes and then switch off; the heater heats up again and the cycle continues but the cloths still do not come out dry.

is the drum rotating.take the lid off and look and also check the belt is tight around drum.also check the vent out of the wall as if it is blocked with fluff drying will be a problem
