Why won't my Singer Genie will not make a new bobbin?

It doesn't look like the pin holding the bobbin is spinning at all>. Any suggestions?

Hello Candie,
Either there is residue on the winder rubber, or the winder rubber is worn on one side or the winder has seized completely which means it will not turn at all.
