Why do my brake lights remain on when I am not using the brakes on 1993 Honda Civic DX Hatchback?

you could be low on brake fluid

It's possible that the little switch under the brake pedal is sticking. look at the top of the brake pedal, and you will see a switch that gets pressed every time you push the brake pedal in. Make sure that this is clean, and not staying in.
