water comes out of the tap and not shower head when shower is on?

When I turn on my shower the water trickles from the shower head and comes out of the tap instead. Is this fixable without a plumber?

If its a deck shower mixer, its the diverter, it can be changed on some but not others. Plumbers have ways and means!!
