how can I fix my lagunas uneven drum brakes?

My Renault Laguna [1996] has uneven braking on its rear drums, both service & parking brakes, which almost made it fail its MOT. Is this caused by the pressure regulating valve which is a dealer job or could it be something else?

The one that is less efficient may not have been adjusting its self on the self adjuster. It may just be seized or it could be worn or fitted wrong.
