fix lights on xsara picasso excl 2hdi?

when putting my headlights on in poor visibility the instrument panel lights go down..have just had new indicator part fitted,but this happened before. any ideas?

the dash lights are suppose to dim when lights are switch so that it dosen't glare when driving at night.
