Take the bar off. Make sure there is no hair, string, etc. keeping it from moving. If that is clear then pop the ends off the bar. They come off hard but they do come off. There is probably hair etc. in there. Clean it out really good and lubricate with automotive grease or petroleum jelly. Mine had the same problem and this is what worked for me.
