HF229H HANNSPREE Monitor has like a oil spill covering sides and creeping across the top of screen?, it seems to be growing, now across the top slowly, I have cleaned the screen, but it seems to be just under the surface of the film?? On a white screen is visable but on dark not visable

Have you gor any electrical units like speakers near the monitor they can cause that problem if you can try the monitor in a new area away from anything else

Your screen is probably broken. Be careful when cleaning LCD screens with liquids - never squirt a liquid onto the screen, instead squirt a small amount on to a cloth then use this to clean the screen.
