How can I fix the Heater Switch on a VW Sharon?

Hi I have a problem with the heating control on my 1999 VW Sharon 1.9l, the control only works on setting 3 and 4 but when switched to 1 & 3 nothing happens, any Ideas what could be causing this? thanks craig
