Hoover Vortex cable rewind malfunctioning?

How do I fix Hoover Vortex cable rewind switch which when pressed does not rewind the cable at all ?

A lot of these Hoovers has a panel on the top, near the back that has some screws to take out, then that panel comes off. The motor and reel cord are under that cover.
