Why is my Peugeot 205 Diesel Over Revving?

Every so often my engine revs up 'out of the blue'. I can calm it down by loading through gears etc and braking. Checked all the obvious hoses etc. changed the oil. Nothing seems to be sticking. Any ideas?

make sure engine oil is not above maximum level. if it is does it smell of fuel could be fuel pump front seal allowing oil into engine[ or if pump location means it cant get into engine] it could be turbo seal may be letting oil into manifold.
