mazda 6 03. outer sills starting to rust?

i,ve jst had my car mot done. It passed but on the advisory note it said outer sill starting to rust.
Does this mean its just surface rust?
Would they have checked the inside of the car for rust when they checked the outer sill
Will i have to replace the panels or will sanding it down sort it. Not much experience with this sort of thing
grateful for any advice.

you will have to have a look yourself,maybe stone chips starting to rust,some manufacturers give a 10year body warranty but this may depend on where the motor has been serviced,wouldnt think testers would lift carpets etc to inspect inner sills,if it is not too bad a light sanding,q rust and a good primer and top coat may see you sorted,if you can also inject some waxoyl into sill areas too may help future problems
