Remove the blower housing from the engine.
Wind the pulley counter-clockwise until the spring is tight, then back it off until the hole in the pulley lines up with the hole in the blower housing. Lock it in place with a C-clamp or visegrips so it can not spin loose. Feed the new rope through the blower housing and pulley holes, and tie a single knot. Slowly allow the spring to wind the rope in. Then attach the handle.
