My fan belt is attached to the brush cover. Where else should it be attached to?

belt should me on the motor drive spindle.

remove sole plate
first fix the belt around the motor spindle, now stretch the belt outwards and pass the brush beater bar through the belt loop now stretch belt to locate the beater bar into the end caps.
