engine on lawn tractor surges at all speeds?

I have a craftsman tractor with a 25f hp kosher engine. My problem is the engine surges at all speeds like the governer is kicking in. Yet when you are appling power it doesn't surge. Do you know,what is the problem is?

I just dealt with this on my Yard Machines mower. I bought a carb rebuild kit. Cleaned ports, replaced gaskets and float needle. Works great now.....no surging.
