Simpson Esprit 750 top loader?

I have a Simpson washing machine all functions are normal except that the the Spiner will not work (all the water pumps out).

Could this be a belt? (it has been making a noise for about a month so im told)

Could this be a belt? Why ask a question like that here? It would take you 2 minutes to tip the machine back against a wall and look underneath at the belt to see if it is loose or broken.
