My windshield wipers only operate on high. When I turn them off they stop wherever the are on the windshield. I replaced the relay switch but it is still doing it?

If it's like the 2001 steering column layout, it's pretty easy. On the underside of the plastic shroud are two phillips head screws. Remove these. There are plastic 'snaps' at the back of the shroud that clip the upper and lower halves of the shroud together. Carefully pry these apart and split the shroud into upper and lower halves, and remove it.
There's a safety latch on the wiring plug, which slides down so you can pull the plug off of the switch unit.

The switch is attached to the column by a pair of phillips head screws.

To reassemble, just reverse the process.
