If you use a mouse, try it on another computer. If it don't work, that mouse is broken and need to be replaced. The effort of repairing a mouse is greater than the replacement cost.

Is it a cordless mouse? Check that it's turned ON. Check that it's charged, put in some fresh batteries.

Most of the time, a frozen cursor means that the whole computer is frozen and need a hard reboot.

Try a few keyboard shortcuts, if those also don't work, reboot.
Press the Windows key: Action is Open the Start menu.
Press Ctrl + Shift + Esc: Action is Open the task manager.
Window key + L: Action is bring up the user welcome screen.
Window key + E: Action is Open Windows explorer.
Window key + R: Action is Open the Run dialog.

If those shortcuts do work, check that your mouse is correctly plugged in.

If you use an integrated tracking device, like a track pad, it probably means that it's broken or disabled.
In this case, connect an alternative tracking device.
From the Control pannel, open the System applet and sellect the Material tab.
Click the Preiferals managment button.
Find the un-working tracking device. It's probbly already devlopped and marked by a yellow or red symbol. It's title is "Mouse and other pointing devices" and devlop to list all present devices.
Double cick the marked one.
From the General tab, you can try the "Resolve problems" button.
On the Driver tab, try Revert to a previous driver, then Update driver, then Uninstall.
If the problem is resolved after a given step, you don't need to try any other one.
