Mitsubishi Pajero 95 Jeep. Heater plugs wont heat up?

the heater light in the dash only stays on for bout 2 seconds. so the heater plugs not getting enough heat. any ideas what is wrong and how can i fix it

firstly connect a multi meter to the glow plugs and ask a friend to switch the ignition on so you can see if theirs any power going to the glow plugs & if so how long the power is there,if no power it may be glow plug relay but check fuses before replacing relay
