ldv 400 brakes?

Our M reg LDV 400 has just failed the MOT because the brakes are not sufficient only regestering 39%. the fronts do not lock up apparently. where do I start?

check pads aren't siezed in calliper, and make sure pistons are free [very exposed on these and are prone to siezing].

Sorry thought it was rear giving problems,would remove the pads and make sure the calipers are nice and free and if the rear are giving low readings as well then have a look at the load valve and if no better the drums may have to come off for a thorough inspection

check your load sense valve on back axle isn`t seized,also if the arm is fully up then you will get full braking to rear
