mondeo over cooling?

mondeo st tdci 2.2
takes ages to warm up when driving along, blows nice and hot but if you stop with the heater on temperature goes down, i have changed both thermostates

Do you mean stopping the engine and the temp. goes down? this is normal,is the water pump circulating the coolant ok?
