How can I fix my Renault Clio 1.1?

My car will not start and i think its the imboliser that is not working.Also the key is not woking and it does not lock the car maybe the fob on key is broken.
Do you think by replacing the key the imboliser will work.

Have you tried renewing the key fob battery? If so did the chip fall out inadvertently. Did it work before?
