how can i recline my chair in 206 car?

my passenger chair doesnt fold forward for people to climb into back seats, what has broken?

the seat has two cables to work it underneath on runners.these stop it working and you have to take seat out to get at them.also the back jams and its easyer to get a seat from beakers or ebay
