why is my car over revving? and how can i fix it?

I have a 1986 Toyota tracell its a stick and when I push in the clutch(to stop) after going about 20mph my car starts to over rev if I turn the car off and start it again it will stop until I go past a certain speed then I have to turn it off again to stop
