whats wrong?

my brother has a gilera runner sp 50cc his drive belt snaped the other day and fitted a new one but since then everytime he rides it the tempeture goes flying up and then cuts out it has water in the water pump can anyone help?

it must be set too tight, or the wrong size.. makeing the engin work too hard and getting it hot too fast.
