Vauxhall Vivaro starting issue?

Hi,
My vauxhall is failing to turn over, even though the starter motor is fairly new. The van makes a strange whinning noise from the near side top part of the engine , no where near where the starter motor is situated, any ideas what's causing this?

I thought the starter motor was on the top n/s rear of engine,not unusual to have faulty new parts
