I'm getting lukewarm air only from my 97 Clio?

All controls working and the fan but I can drive it all day and get no more than a trace of warmth. Could the thermostat be at fault? I'm sure that if I took it out and left it out I would get no heat at all. Help needed before winter sets in!!!
