should the tapet touch the end of idle control valve?

Hi , i have a vauxhall corsa b 1.2 16valve (1999)
I changed the idle control valve but when starting car i need to keep my foot on excelarator until it sits at 850 rpm otherwise it cuts out, should the tapet be touching the end of the idle control valve at all??
