Check all valves on flow pipe fully open.
Check flow/stabiliser valve by taking off handset and turning from full cold to full hot, there should be a marked difference.
Check the OUTLET TCO if there are any burn/scorch marks if so replace replace.
Check reading on solenoid is 3.5
