PTO will not engage?

I have a DAF 45/150 and the PTO to drive the crane will not engage, whilst in 4th the rev counter runs to 100rpm when releasing the clutch it stall the engine yet the PTO for the compressor engages fine any ideas.

Do you use the vehicle pto or is it an aftermarket set up..ie do you use the DAF switch and the light on the dash
