jaguar problems?

I have been having my jaguar for about 2years. It had been sitting for over 9 months now. One reason is that when I try to drive it the steering is all over and not accurate at all. Where should I try to start fixing the problems

my power amp doesn't come on in my 1998 jaguar xj8, the radio coes and cd changer works, but no power amp.
