mini cooper cooling?

mini cooper 1275cc
engine wont reach operating temperature. replaced heater matrix, new thermostat and temp sender. engine runs great but does not get hot. any ideas.

The blower going hot and cold maybe suggests a head gasket problem,quite common on old minis,not bad to do either,head off in 30 mins on these

temp gauge working ok, will blow hot air then blow cold. hoses on engine get warm but not hot as they should do.
if the water pump wasn't working surely the engine would over heat.
im enquiring on behalf of a friend, he rebuilt the car a while ago, im wondering if he has connected the hoses up wrong is that possible/

Are you saying you have no heater? Or is your Temp. gauge inop?If it is your heater check the control valve on the bulkhead is operating ok and also would have a look at your water pump,check you have circulation.
