My rear tine tiller's engine starts and runs but when I shift it into gear ?

My rear tine tilller model # 917.294260 starts and the engine runs but when I shift it into gear it will not go either forward or reverse. What is wrong?

Have you checked the belt under the shroud? Could be loose or come off the pulley
