i have a hec 1050fw washing machine ,water keeps filling and emtyings?

when i fill the machine on a start cycle it keeps filling but also at the same time it is emptying the water from the waste pipe and also the durm is turning ,the water want stop in the drum to fill up , please help thanks ash
