Can a 2009 Subaru Outback be driveable with the catalytic converter remove?

The catalytic converter is bad on our 2009 Subaru Outback. We are being told that they can remove it and we don't need to replace it. Is this true?

apart from probably failing an mot etc i would replace it with another cat,if the cost puts you off sell it and get an affordable motor
