my mini moto 60cc?

I replaced the pull start and now every time I start the engine I need to lift the back wheel and as soon as I put the back wheel down the engine installs and I can no longer pull it backward

There is a centrifugal clutch on it and the springs must be broken so the clutch and drive is constantly engaged.
