What does TCO metered open circuit mean?

You mention the TCO is metered open circuit and that was contributing to the problem, what does that mean and how do I know if my TCO switch is doing the same

TCO= thermal cut out.It sits on top of the water tank and cuts out if the water temperature reaches dangerous levels,the result is cold water with possibly a temperature light or low flow light (if fitted) illuminating

TCO usually means Total Cost of Ownership

Metered Open Circuit very probably means
Found to be Open Circuit by using a continuity meter

I have no idea who said this or what it has to do with Baths & Showers or the unspecified problem you hint at.
