It could mean 1000's of things.
Could appen on ANY computer, any brand and model.
Can you boot to the operating system?
What are you doing when the message show?
Any connected external components? Whitch ones?
Maybe you accidently disabled something, or somebody put a (bad) joke on you by disabling something.
From the controll pannel, open the Devices manager as Administrator. If asked, type your administrative password.
Check for any RED marker on some device. Those marks disabled devices.
Double click any marked device, and, on the bottom of the default tab, UNCHECK the box beside "Disabled, don't use this device"
Click OK to apply and close the window.
