There is a safety switch under the seat and one at the clutch underneath the clutch somewhere,there is also a safety switch under the dash for the cutting blades,if any of these are bad the engine won't start or run.

I'd suspect the safety switch under the seat is not opening.
Check to see if it has slipped out of it's clip.
