Assuming it is formatted in a way that Windows can read, just get hold of a suitable IDE or SATA (depending on the hard disk) to USB adapter (and possibly a hard disk power supply).

You MAY be able to recover programes that way, although it isn't guaranteed.

Put it into another computer, and then use it.
